Electricity — seasonal tiered system

Guangzhou runs a seasonal tiered tariff. The cheap Tier 1 quota is larger in summer (May–Oct), but the hot, humid climate means heavy AC use pushes most households into Tier 3 fast.

TierSummer (May–Oct)Non-summer (Nov–Apr)Price / kWh
Tier 10 – 260 kWh0 – 200 kWh¥0.589
Tier 2261 – 600 kWh201 – 400 kWh¥0.639
Tier 3> 600 kWh> 400 kWh¥0.889

Water (reformed 1 June 2025)

The central districts (Tianhe, Yuexiu, Haizhu) use strict tiered pricing.

TierMonthly usePrice / m³
Tier 1≤ 21 m³¥2.55
Tier 222 – 27 m³¥3.82
Tier 3> 27 m³¥7.65
Combined meterShared building meter¥2.80 (flat)

Gas

  • Residential piped gas: ¥3.45 / m³.
  • Non-residential cap: ¥4.41 / m³ (adjusted Jan 2026).
  • Used for cooking and water heating; winter showers run longer and warmer, so the bill creeps up in cold months.

Internet & mobile

  • Home fibre (1000 Mbps): ¥100 – ¥200 / month (China Telecom, China Unicom, China Mobile). 5G coverage is near-universal in the centre.
  • Mobile 5G plan: ¥50 – ¥150 / month depending on data allowance.

The summer AC trap

The "seasonal switch" confuses many newcomers. From May, Tier 1 jumps to 260 kWh — but Guangzhou's humidity means the AC runs almost constantly to control moisture. A household can blow past 600 kWh and land in Tier 3 at ¥0.889 / kWh, so June–September bills spike hard even when the unit price barely moved.

Setup: step by step

  1. Get the user numbers. Ask the landlord for the 10-digit electricity, water and gas account numbers.
  2. Real-name registration. For broadband and a SIM, take your passport and lease to a carrier service hall in person.
  3. Open the e-wallet bill section. In WeChat or Alipay go to 服务 → 生活缴费 (Services → Utilities).
  4. Link the accounts. Pick "Guangzhou" as the city, choose the supplier (e.g. Southern Power Grid), and enter the 10-digit number.
  5. Check the property app. In modern compounds (Vanke, Country Garden, etc.) water and property fees may be paid through the estate's own app, not the general utility portal.

Essential digital tools

  • WeChat / Alipay 生活缴费: the simplest path for expats — enter the account number and turn on auto-pay to avoid cutoffs.
  • 南网在线 (Nanwang Online): the power grid's app for usage tracking and outages — Chinese UI only.
  • 穗好办 (Suihaoban): the Guangzhou government services app — Chinese UI only.

Common mistakes

  • Foreign-card trap. You usually can't pay utility bills directly with a foreign card — link it to Alipay/WeChat or use a Chinese bank balance.
  • Ignoring the seasonal switch. Don't assume July's bill looks like April's. AC triples usage and flips you into Tier 3.
  • No English app. Official apps are Chinese-only; rely on screenshot translation or the multilingual hotline.
  • Skipping the gas transfer. If the gas account isn't moved into your name, payments lag and repairs get complicated.
  • Trusting the landlord's readings. On move-in day, photograph the electricity, water and gas meters so you don't pay for the previous tenant's usage.
