Quick reference (2026). Dog registration is ¥500 first time, ¥300 annual. In the "strict management" central zones the rule is one dog per household. From 1 Jan 2026, serious pet-noise offences can mean 5–10 days detention. In strict zones a 35 cm shoulder-height limit applies.
2026 dog law — what changed
From 1 January 2026 the revised Public Security Administration Punishment Law took effect citywide, raising an owner's liability significantly.
Strict vs general zones
Guangzhou splits into "strict management" central zones (Tianhe, Yuexiu, Haizhu and other city-centre districts) and general zones in the suburbs.
One-dog-per-household: in strict zones a single address may keep only one dog. A second dog must be registered at a different address (e.g. in a spouse's name at another unit).
- Unregistered dog: ¥2,000 – ¥5,000 fine and possible confiscation.
- Detention: 5–10 days for repeated disturbance of neighbours or failure to prevent injury.
- Off-leash walking: up to ¥200 fine.
- Uncleared poop: ¥50 – ¥200 fine.
Pet-friendly rents by area (2026)
| Property type | Area | Monthly rent |
|---|---|---|
| 1-bedroom apartment | Tianhe / Yuexiu | ¥4,500 – ¥8,500 |
| 2-bedroom apartment | Haizhu / Liwan | ¥7,000 – ¥12,000 |
| Villa / townhouse | Panyu (Clifford Estates etc.) | ¥18,000 – ¥55,000 |
The serviced-apartment trap
Warning: many high-end serviced apartments have hidden "no pet" clauses, or a weight limit around 10 kg. Never assume a "pet-friendly" listing allows every animal — insist the lease includes a specific pet annex before signing.
How to register your dog
Guangzhou is fully digital — you no longer visit the police station in person.
- Vaccinate. Get the government-authorised rabies shot and the official "red book" (免疫证) certificate.
- Open the mini-program. In WeChat search 广州养犬服务通 (Guangzhou Dog Services).
- Upload documents: passport + visa / work permit, lease (showing your name), pet photo, and the red-book vaccine page.
- Pay. First registration is ¥500; the e-licence is issued on approval and the tag is mailed to you.
- Renew yearly. Same mini-program, ¥300 a year.
Breed & size limits
- Height limit: 35 cm shoulder height in strict zones.
- Banned breeds: 36+ breeds regardless of size, including Pit Bulls and Mastiffs.
- Local breeds: Chinese Pastoral Dogs (中华田园犬) have been relaxed in some districts — check the latest municipal banned-breed notice for your compound.
Pet medical & services
- Emergency vet: Ruipeng Pet Hospital (瑞鹏宠物医院) runs multiple branches; its Tianhe branch is 24-hour.
- English records: top Tianhe clinics issue English medical records — useful if you later move the pet abroad. Rabies vaccination ¥60 – ¥150.
- Microchip: not required for the local licence, but needed for international travel — ¥100 – ¥200.
Guangzhou vs Shenzhen (pet owners)
| Guangzhou | Shenzhen | |
|---|---|---|
| Pet-friendly rent | Usually 10–20% cheaper | Higher space premium |
| Registration | Streamlined WeChat mini-program | Shenzhen dog platform |
| Public space | Fewer dedicated dog parks | More "pet parks" (e.g. Futian) |
| Breed access | 35 cm limit in centre | Stricter citywide bans |
Common mistakes
- Ignoring the strict-zone rule. Don't keep two dogs in one Tianhe apartment — a check can mean confiscation of the second.
- Assuming metro access. All public transport (metro and bus) bans pets, even in carriers. No exceptions.
- Pet-friendly ride-hail. There is no official pet taxi. Use Didi and message the driver "带宠物可以吗?" (ok with a pet?); if they refuse, cancel and retry.
Useful contacts
