Buying as a foreigner

Foreigners may buy one self-use home, provided they hold a valid work or study permit. (The May 2024 removal of the hukou purchase limit applied to Chinese citizens, not to expats.) Practical points:

  • Price: core-area apartments run ¥95,000 – ¥130,000/m² (e.g. Hangzhou One, Wulin Mansion).
  • Mortgage: the 5-year LPR benchmark is ~3.5% (2026); foreign buyers typically need a higher down payment (30–50%) and proof of stable local income.
  • Deed tax (契税): 1–3% depending on area and first-home status.
  • Title deed (房产证): transfer and issuance usually take 15–30 working days, varying by district.
  • Tip: always negotiate 物业费 (wúyè) into the lease or purchase — in premium compounds it can silently add ¥1,000–¥3,000/month.

Note: SAFE and MOFCOM rules still bind foreign buyers. Consult a local property lawyer before committing.

Address registration

As with any Hangzhou rental, you must register your address within 24 hours of moving in. Use the Alipay "AI 杭州" / "警察叔叔" or 浙里办 mini-program to upload passport and lease; the e-certificate is usually issued in 1–3 days. Missing the window risks a fine of up to ¥2,000 and visa-renewal complications.

Common mistakes

  • Ignoring 物业费 (wúyè). In luxury compounds it's typically ¥5–10/m² — budget ¥1,000–¥3,000/month unless explicitly included.
  • Missing the 24-hour window. Register digitally on arrival to avoid fines and visa issues.
  • Misreading purchase limits. The 2024 hukou liberalisation does not apply to expats — you still need a valid permit and are limited to one self-use home.

Hangzhou vs Shanghai (luxury)

MetricHangzhouShanghai
Overall cost of livingHangzhou ~21–27% cheaper
Family budget (excl. rent)~¥25,000~¥32,000
Core purchase price¥95,000–130,000/m²Often higher in prime districts

Hangzhou's "land-king" effect has closed the gap on Shanghai's suburbs, but day-to-day living remains clearly cheaper.
